Rutland County Families want a safe place to raise our Children and Grandchildren, a place safe for our elder community to continue a life where it is safe to walk down the street. Drug Crimes are on the rise, keep our small towns safe. Crime in Vermont has stayed the same and even lowered in some counties, but Rutland County is at a high. We need to send a message; Drugs will not be tolerated in our County.

What is Rita Phelps about? Rita Phelps is not an Attorney; and is not trying to hide that. She has based her whole campaign on that fact. Rita Phelps is a Citizen of Rutland County that has looked at the bigger picture, a person that realized issues that have not necessarily been focused on with actions. It does not take an Attorney to realize the problems in our county.

Rita Phelps has a wealth of knowledge and experience, with over 20 years of work in the legal field, Domestic Violence, the Victim's Bill of Rights, Abuse Prevention, Anti-Stalking, DNA Data Base, Bail Amendment, The Sex Offender Registry, Child Testimony Legislation, Civil Rights Disability Law and the Gender and Justice Study.

Rita Phelps stands for keeping drug related crimes out of Rutland County. She plans to make better use of our reparative justice programs, becoming an advocate for Victims of Violent Crimes and most importantly, fully backing up Police efforts on all crimes.

You will not find an Attorney arresting criminals, you will not find an Attorney at a police station at three o'clock in the morning, and you will not find an attorney seizing heroin from a motor vehicle on the side of route seven near a school. You will find no Attorney doing those jobs; you will find our Police Department, to ensure that we are safe from immediate danger. Where does Rita come into this picture you ask? Rita will be sure to work for our Communities, to ensure that these criminals know by a record she plans to create of crime and punishment, if you commit a crime in Rutland County, you will get prosecuted for it.

The Rutland County State's Attorneys Office, under James Mongeon's leadership, is notorious among attorneys who defend criminals, as being easier to settle a case with than any other State's Attorney's Office in the region. This is because under James Mongeon's leadership, a decision has been made not to spend budgetary dollars on trials, but to spend it on settling cases. It is well known that if you push the present State's Attorneys Office to trial they will make you and offer on the courthouse steps that will be too good to refuse. It is questionable that these offers are in the best interest of public safety.


As a Community we need to step up to the plate and not be selective on what should be punished, Rita plans to act with strong consequences for those convicted of violent crimes and illegal drugs.

Heroin: "There is widespread availability of heroin in the state in street/user level quantities. The purity level in the state is quite high, ranging from 55 to 60 percent. A typical heroin distributor in Vermont is a heroin user who distributes the drug in order to support his/her heroin addiction. Heroin is obtained by individuals who travel to source areas in Massachusetts and New York. The most common method of transport of heroin between Vermont and source areas is the use of automobiles."
